Freeze every payout script with one POST, after a dry run

2:10 PM. The fraud team sees a pattern in this morning's payouts and wants everything stopped, now, without anyone guessing which of the fourteen handlers under payouts/ is the one that matters.

Every exec script carries its settings as magic comments in its own header, and @enabled false means the script doesn't run. POST /api/v1/exec/magic-comments/bulk-update applies one comment block to every .ts file in a directory. First call with dry_run: true: the response lists the fourteen files it would touch. Second call without it: fourteen updated, zero failed. Payouts are off at 2:12. The same POST with @enabled true turns them back on when the analysts are done.

No deploy, no flag service, no PR waiting for review while money moves. The freeze is a file header, applied to a directory.

The kill switch was a comment, and the comment took a dry run.
