Nobody exports the diagram; the docs site asks the notebook for it

The on-call runbook lives in the team notebook, and the failover diagram in it is a drawing block, sketched during the last incident review.

The docs site does not get a PNG export. It gets a URL: GET /api/v1/notes/notebooks/{nb}/nodes/{page}/blocks/{block}/svg?bg=transparent&scale=2. The notes service renders the drawing block as SVG on request, transparent background, doubled for retina screens. The img tag on the status page points at it, through the project's proxy token.

Someone redraws the failover arrow after the next incident. The docs site shows the new arrow on the next load. Nobody re-exported, nobody re-uploaded, nobody found the stale PNG in a pull request three months later.

The image is the block, and the block is where the team already draws.
