The tender's residency clause is a marketplace filter

A regional government runs a twelve-week pilot for a citizen-services portal. The tender has a clause: data hosted within the country, on infrastructure under the contractor's control. Most small shops read that clause and stop bidding.

You filter the marketplace by the country code, rent a box for the pilot's duration, and deploy. Rentals start at one day and run exactly as long as you paid for; there is no contract, and nothing renews on its own. The pilot's containers sit on a machine whose city and datacenter are in its listing, and the hosting annex of your bid quotes the listing.

If the pilot is extended, you extend the rental. If it isn't, the rental expires and the data goes with it, which is what the annex promised.

A residency clause is a marketplace filter and a rental period.
