The records response is an export ticket that counts its own uses

A public-records request arrives with a statutory clock on it. The records officer assembles the responsive material in a notebook: one page per document, scanned originals attached, the withholding discussion in comment threads anchored to the exact lines counsel wants redacted.

Delivery is an export ticket. POST export-ticket with output html, includeComments none, a file name. The ticket comes back with an expiry inside the hour and a count of uses left. The requester's link fetches the page with output=html and the ticket; the internal thread is not in it, because the export was told to leave comments out.

The file copy is the same page exported once more with includeComments appendix: the deliberation preserved under the text that went out.

No redacted PDF built by hand, no second document to keep in sync.

The difference between the public copy and the file copy is one field.
