Idle staging costs nothing, so staging stops getting deleted

Every team has the conversation. The CFO asks why we're paying for three staging environments that nobody touched in two weeks. Engineering goes quiet. Two of the three get nuked. Six weeks later someone needs the second one back and spends a day rebuilding it.

The Hoody version: idle containers cost nothing. The staging your reviewer used three weeks ago is still there, still running, burning no CPU: its disk blocks shared copy-on-write with the baseline it was cloned from. The CFO doesn't see it on the bill because it isn't on the bill. When somebody pings it, it answers with the exact state they left it in.

You stop deleting environments to save money. You stop rebuilding environments because you deleted them. The graveyard of "we'll need this back someday" turns into a working set.

Staging gets to live, because letting it live no longer costs anything.
